    "Explain me" está correto?

Não. Explain não aceita a pessoa logo depois do verbo: o certo é "Can you explain it to me?" ou "Can you explain this to me?". Com uma pergunta dentro, também funciona: "Could you explain how this works?" — sem "me" colado em explain.

    Exemplos

    1. Could you explain the new process to me?

Você poderia me explicar o processo novo?

    2. Can you explain how the billing works?

Você pode explicar como funciona a cobrança?
